The San Mateo County Registration & Elections Division proudly offers paperless electronic filing of FPPC Campaign Filing Documents through our partner, NetFile.

Filers are able to search and file campaign documents easily and efficiently through NetFile. The service is free of charge. The biggest advantage in using the electronic filing system is the integrated data validation as data is entered to help eliminate errors that would normally result in the requirement of an amendment. NetFile’s servers ensure fast, reliable and efficient e-filings.

Creating an Account

First time electronic filers and filers who desire a refresher can take advantage of the free over-the-phone training offered by NetFile. The over-the-phone training is a free 30-minute telephone training session to help filers set up an account and start e-filing. To sign up for training, please click here. Please note, NetFile does not offer training within 2 weeks of any major filing deadlines so request training as early as possible.

The over-the-phone training is completely optional but highly recommended. For filers who opt not to participate in training, an account can be created at https://netfile.com/Filer. The individual who will be entering transactions into your committee's account and e-filing statements will need to click the  Create a new NetFile User link and register as a NetFile User. Once an account is created, the account holder will receive an e-mail from NetFile. Click the link in the e-mail to receive a password.

Next, the account holder will need to link his/her NetFile User to a committee account (a single user account can be linked with multiple committee accounts). To link an account:

  • click the Link Local Campaign Filer Account on the NetFile User Home page.
  • enter the committee name exactly as it appears on the Form 410.
  • select the Committee Type and then enter the committee's Filer ID and Filer Password, which will be provided to you by San Mateo County Elections.
