(Redwood City, CA) Mark Church, Chief Elections Officer & Assessor-County Clerk-Recorder, announced today that the San Mateo County Registration & Elections Division will initiate the One Percent Manual Tally of the votes from the March 5, 2024 Presidential Primary Election, starting at 9:00 a.m. on Tuesday, March 12, 2024.

The One Percent Manual Tally is a legally required election canvassing procedure that takes place after the polls have closed on Election Day. This process ensures the accuracy of the vote before the official results are certified.

The process begins by randomly selecting batches of both Vote by Mail ballots and ballots from Vote Centers. This selection is determined through multiple dice rolls using three to four ten-sided dice and matching the resulting three to four numbers to a corresponding batch. For each contest not initially included in the One Percent Manual Tally, an additional batch with that contest will be tallied.

The One Percent Manual Tally, including the rolling of the dice, is open to the public. Past observers have rolled the dice to help select the batches.

Following the dice roll, elections officials will collect the ballots to be manually tallied and begin the tally on Thursday, March 14, 2024 at 9:00 a.m.

Election Officials will work in teams of four, called a “tally team,” to manually read, call out, record and tally votes from the randomly selected batches by hand. This process will take approximately one to two weeks to complete.

Chief Elections Officer Mark Church will then certify and publish the official results no later than April 4, 2024. The official certified results, known as the Statement of the Vote, will be published on www.smcacre.gov.
